Very popular doesn't really stretch far enough.
You've got your Henry Coopers, Frank Brunos and Barry Mcguigans.
Not many above those 3.

People go on about how hard OoK is, but I always had a lot more problems with the sword wielding fire dog tbh. though in general i sucked at all bosses
i picture enlightened one as looking a bit like OoK

The popularity may have stemmed from being in the right place at the right time. And Henry's Hammer was a thing of destructive beauty ! That part of his game was world class, but it takes a lot more than that.

When I first read his record it did leave me puzzled at why he was so immensely popular. Did we just not have many top-class pro fighters through the 60s?
My guess is it's a combination of 1) the first Ali fight, which became an iconic moment in boxing history, 2) decent heavyweights always get a larger than normal following, and 3) at that point in history we hadn't won the heavyweight title in nearly 70 years and any Brit who looked like they might do it got a lot of attention.

Sometimes it's not about being ultra successful, hand on heart, my current favourite boxer has 6 wins, 8 losses, and a draw, sells decent ticket numbers...and above all, he entertains

Henry blew hot and cold but he was totally dedicated, won more British title fights than any other fighter and served as a great role model. Moreover, his left hook could be lethal.
