I have a feeling Rank VS R. Garcia will not happen, They may give the winner of Ponce VS S. Matias to R. Garcia, so Garcia can have an easy way to get a belt (I know he said belts do not matter, but I am sure his team wants him to have one)

garcia hasnt been a world champ at any weight, interim sheeyat dont count

If you watched that fight, although talented and winning, Tank found out that he wasn't big enough frame-wise to compete against the best at 140. Much like guys like Broner, and others have found out. If you are currently building your career, legacy, fight at your optimum weight. Tank also fought recently at 130 if I remember right.
What makes RG confident of the advantage he will have at 140, having never competed there? You can't say it's your weight until you compete there. Same goes for Andrade at 168, and others. I see it as a definite advantage over Tank, but not the other top guys at 140. I've read a lot about the weight struggles of Haney and Teo Lopez, but this was the first I've heard of Garcia. Just go fight some top guys at 140, because it won't be Tank. He's not Canelo.

Ryan has fought at 139 and 140 his last 2 fights. So yes he has competed there. And as you said legacy fights at your optimum weight… which Garcia now feels is 140.
Then fight someone else at 140. RG said anytime, any weight. He's name dropping, and Espinoza has already said he won't do a dual ppv or some bs. Same way he stopped Charlo vs Munguia, then blames promoters because he's greedy.
RG would get KO'd by Tank. Good boxer but not mentally tough. He might be Amir Khan 2.0.
