Correct me if I'm wrong but isn't this something that trans people would reject? They don't seem to want a new category. Rather they would want to compete as women, against women. I'm reminded of back in the day talking to a friend of mine who now works at top rank as to what it would take to start your own organization and he said it was a $500 fee and make a list of your top 10, and of course a belt to go with it.
Boxing is becoming more and more of a joke if these champions had any credibility at all they would throw their belts right into the trash cans and say that without the fighters the organizations true they are powerless.
What this sport needs is less belts which makes competition all the more exciting and no arguments as to who is the best per organization per division. What boxing doesn't need is these Jerry Springer freak show attractions.

Unfortunately in sport you can have inclusion OR fairness, so unfortunately whatever the trans think is irrelevant. In other sports the authorities have deemed that transgender athletes who reach a certain threshold should compete vs women. Transgender fighters have fought against women in MMA bouts. I'm not giving my opinion as to what should or shouldn't happen. I was just looking for clarification on it as this does appear to be a slap in the face to the trans rights activists who would be campaigning for the exact opposite and would want to compete vs women, not other transgender athletes. Another interesting perspective that I had not thought of until now is that there could be out there a boxer who has not transitioned because they don't want to lose their career and their passion, this would allow them to do so.
Realistically it will probably start with no more than couple of hundred boxers worldwide which then has to be spread across however many divisions and then split in two for the two classes of transgender. 5 would probably be a good round number to start with but there will be more larger Trans Women boxers and more smaller trans men boxers.
