It is a tough one, but I think Cotto , Dlh and Mosley would need to be in the top 20.
Whilst great fighters I think these would need to be ahead of both Klitschko, kovalev and Super Joe.

In order for Usyk to enter the atg top ten he would have to fight again.....I'd like to see the following fights (assuming the challengers maintain impressive runs)....
Dubois next
Then
Zhang
Then bakolie
Then finally young itauma in about 3 or 4 years.

You want Undisputed, all time great, 42 year old Usyk to continue to continuously clear out the division to wait around for 24 year old Itauma to be ready to step up?
Your desire for a Dubois rematch next for Usyk to be an all time great is surprisingly not even the worst shout.
