WBO president Gustavo Olivieri announced that the purse bid had been ordered on Monday. Davis was named Haney’s mandatory challenger on June 30, and the two sides had 20 days to reach a deal.

The purse bid will take place on July 27 at WBO headquarters in San Juan, Puerto Rico. The minimum bid is $200,000, and Haney will receive 75% of the winning bid, while Davis will receive 25%.

Haney (33-0, 15 KOs, 1 NC), The Ring’s No. 1-ranked welterweight and No. 8-ranked fighter pound-for-pound, won the WBO title with a one-sided decision over Brian Norman Jr. on November 22 in Saudi Arabia. The win made Haney a three-division champion.

Haney, 27, has been rumored to sign with Zuffa Boxing and could face Ring and WBO 140-pound titleholder Shakur Stevenson in his next fight. Stevenson (25-0, 11 KOs), The Ring’s No. 1-ranked lightweight and No. 3-ranked fighter pound-for-pound, signed with Zuffa Boxing on July 9.

Davis (15-0, 10 KOs, 1 NC) previously held the WBO lightweight title after stopping then-titleholder Denys Berinchyk in the fourth round in February 2025. He lost the belt on the scales after missing weight by over four pounds ahead of a scheduled fight against Edwin De Los Santos in June 2025, which was postponed due to him missing weight.

The 27-year-old from Norfolk, Virginia, moved up to 140 pounds and notched a 12th-round stoppage of Jamaine Ortiz on January 31 and a unanimous decision over Nahir Albright on May 16 before deciding to move up to welterweight.

The expectation among those connected to negotiations is that WBO welterweight champion Devin Haney and former lightweight champion Keyshawn Davis will strike a deal to fight before Monday’s scheduled purse bid.

Two officials familiar with the talks indicated in separate conversations with Boxing Scene Tuesday that three-division champion Haney, 33-0 (15 KOs), and unbeaten No. 1 contender Davis, 15-0 (10 KOs), have made significant progress on terms.

One official added Davis’ part is effectively a done deal, moving the 2021 U.S. Olympic silver medalist toward a title shot in his welterweight debut after he fought at 140lbs and defeated Nahir Albright by unanimous decision in May.

Haney, 27, last fought in November, winning the belt from Brian Norman Jnr by unanimous decision.

A source connected to the Haney camp told Boxing Scene earlier this week to expect news on the champion’s next bout this week.

WBO President Gustavo Olivieri Monday ordered the purse bid for Haney-Davis for July 27, detailing that a 75%-25% purse split favoring Haney would be in line, barring an agreement beforehand.

An official at Davis’ promotional company, Top Rank, was mum on the talks Tuesday, merely repeating a purse bid is scheduled for Monday.

Yet, the others expressed optimism that talks were trending favorably and that a bout would be made and take place “before the end of the year.”

Elsewhere in the welterweight division, WBA champion Rolly Romero will defend his belt August 22 in Las Vegas versus former two-division champion Teofimo Lopez and WBC champion Ryan Garcia makes his first defense September 12, versus Conor Benn.

“Our [promotional] deal is done and we are looking for an announcement. Devin’s deal is done and it has been done in principal for quite some time, but the announcement is imminent.

“I think that announcement will come after the announcement of who he is fighting because that is the most important thing, right?

“Then, the most important thing after that is whether he is allowed, if he is victorious, to still pursue those even bigger fights, that the people will draw the narrative of that signing limiting him to.”

Note: Skill for skill, I think Keyshawn Davis is close in terms of ability with Devin Haney 'but he really does not have any of the attributes to a high enough level to beat Haney at his best in my opinion'.

Devin Haney clearly has issues with fighters who have greater speed than him 'combined with power. I don't think Keyshawn Davis is that type of fighter'.

All I know is that the bid usually only guarantees the other side their percentage of the bid. Sometimes they can pay their guy more and sometimes less. So here they've guaranteed Haney a purse of $6.5m but Davis' split might be dependent on money made. Apparently Davis wanted $3m which would've required a $12m bid.

Bob Arum’s Top Rank won the Thursday purse bid for rights to promote three-division champion Devin Haney’s WBO welterweight title defense versus unbeaten former lightweight champion Keyshawn Davis. The $8.55 million bid blew away the only other offer of $2.35 million by Teofimo Lopez’s Takeover Promotions.

Lopez’s involvement is curious given his own attempt to become a welterweight champion while fighting WBA champion Rolly Romero on August 22 in Las Vegas.

Regardless, Top Rank informed the WBO in its bid letter that it would stage the fight October 3, with New York’s Barclays Center, Las Vegas’ Michelob Ultra Arena at Mandalay Bay and Atlanta’s State Farm Arena all under consideration as the venue.

The WBO stipulates 75 per cent of the purse money ($6.4125 million, in this case) goes to champion Haney, 33-0 (15 KOs), and 25 per cent ($2.1375 million) will go to Davis, 15-0 (10 KOs).

WBO President Gustavo Olivieri said Top Rank’s Davis has 48 hours to confirm in writing “his willingness, readiness and availability to go forward with the fight.”

Davis’ representatives did not immediately respond to messages left by Boxing Scene Thursday following a Wednesday report by Dan Rafael that “the deal is done on the Haney side” and that “the issue is the multiple millions apart between Top Rank’s offer to Davis and what he is asking for.”

The fight must be completed within 90 days of Thursday – essentially by the start of November – Olivieri said.

Teofimo Lopez’s Takeover Promotions, the sole other bidder, came just a we bit short at $2,350,000.

October 3rd is the target date, with “Barclays Center, State Farm Arena (ATL) and Michelob ULTRA Arena (Vegas) as potential locations.”

Per WBO regulations, Haney (33-0, 15 KO), who cruised past Brian Norman Jr to lift the belt last November, will get 75% of the bid. That’s a cool $6.4 million for him and $2.1 million for Davis (15-0, 10 KO), who makes his welterweight debut after a two-fight stint at 140 saw him outclass Jamaine Ortiz and Nahir Albright.
