Small quibble: Lewis was a top heayvweight from 1991, but the DOMINATING heavyweight between 1999-2003 "only" (which is actually quite a lot - there are only a handful of fighters who stayed at the top for 5 years).

It wasn't before beating Holyfield that the boxing world recognized him as the #1.

Lennox never fought Bowe and was beaten by shot Holyfield in the rematch. Lewis's 2 greatest wins was past his prime Ruddock and even more past his prime in Tyson. Lewis also ducked John Ruiz although im glad he did duck Johnny because no fan will watch these 2 chumps hug each other to death.
Arrogant is correct if you refer to his being KO'd by two fairly average heavyweights, he only had himself to blame for those losses. However...

Lewis beat Bowe as an amateur, and the reason for their never meeting as professionals was as much Bowe's fault as Lennox's.

Lewis was NOT beaten by a shot Holyfield in the rematch. He clearly beat Holy in the 1st fight so there shouldn't have been a rematch anyway. He won the 2nd fight by unanimous decision, so if you can accept that the first fight was a draw, then you also have to accept that Lewis won the 2nd. Holyfield was not shot, past his best yes, but he gave a much better performance than he did in the 1st fight, plus Lewis gave a relatively poor performance but still clearly outlanded him. It was a close fight, but to say outright that Holyfield won is simply incorrect. You may have scored the fight to him (I scored it to Lewis by 2 rounds), the judges scorecards may have been too generous to Lewis (they were), but the result of the fight was far more correct than the 1st fight.

Lewis never had a career defining, great win. However, he does have many impressive wins over good opponents, just check his record.

Lewis did duck Ruiz, but only because he realised how ugly the fight would be. Lewis would have won easily, Ruiz relies on jabbing and holding, but Lewis had a better jab than Ruiz and he was also a bigger, heavier, stronger man than Ruiz, so he would have had the best of the hugs as he would have leaned on Ruiz and tired him down. Lewis by KO in the middle rounds.
