I'd say because a lot of P4P decisions are based on past accomplishments and public opinion. One large fight with a big public name is worth two unheralded fighters of the same ability.

I didn't vote him up there, but I can see why people do - 9 time champ at 6 weight classes; his only losses were to other legends (Hopkins, Sugar Shane, Tito) who were either much bigger than or a style nightmare for him, plentiful great wins. Look at it this way: suppose DLH would have ducked Tito, avoided Sugar Shane, and would never have gone up to middleweight. He'd be in everyone's top 3 pfp.
