walcott was a sick starving green fighter in the 1930s taking fights on 24 hr notice vs top contenders. walcott was nowhere near his best during the 1930s. in fact, walcott shouldnt have even gotten a boxing liscence in the 1930s considering the conditions he was in.
walcott in the 1930s is equal to dempsey in the early teens, going for days without eating except walcott had a huge family to feed. Walcotts career pre felix bocchichio does not count against him.
to add to walcotts greatness......despite being nowhere near his best in the 1930s.....walcott was still able to beat lorenzo pack, willie reddish, elmer ray, hatchetman sheppard, freddie fiducia, and floor ATG tiger jack fox and give him a very tough fight

Y'all can toss differint fighters around but I still say its Zivic.
Take a look at that record at times its down right odd.

I think Jimmy Carter matched Zivic for inconsistency. On his best nights Carter looked awesome. Couldn't find any faults. Then he loses to Johnny Cunningham... Frankie Carbo I reckon.

Pendleton might have been as much a late developer as he was inconsistent. Another guy like that was Buster Drayton.

I'm still leaning toward Zivic.
Look at the following opponents:
Group #1
Charlie Burley
Eddie Booker
Henry Armstrong
Al "Bummy Davis"
Freddie Cochrane
Lew Jenkins
Sammy Angott
Jake La Motta
Group #2
Kenny LaSalle
Johnny Barbara
Tony Motisi
Rueben Shank
Norman Rubio
Sheik Rangel
He beat every fighter in Group #1 and somehow lost to everyone in Group #2.
He beat 6 guys that were world champions at some time in their career, and 5 Hall of Famers. He still managed to lose 64 fights in his career.

The last two I think can be argued that at times let average opponents look good, by either not doing enough themselves to secure the win decisively. They also some times too some opponents less than serious. With that many title defences it is only natural that these guys have an 'off' day. So I can see the argument that while they do 'WIN' they are inconsistent in that way in which they get this win.

I dont comment outside of fights I have seen.
I really only have an extensive HW arhive. Not to many
other lighter weights.

A few more HW's. Oma, Ray and Layne were damn inconsistant. Jim Barry and Sandy Ferguson were 2 more in-and-outers.

I got to go with the guys who voted for Zivic. The guy puts the brakes on one of the all time greats,Armstrong, loses his title the following year to Red Cochrane. Goes into the service,loses 9 out of 17 to a bunch of nobodies in 1945. All in all he lost over 60 times in something like 230 fights. Makes you think if some of those losses weren't on the up and up.
