I agree, the system needs a total overhaul. The only way to stem the swelling numbers of bodies is to wheel out, and enforce (globally) a much more stringent version of the Ali Act. ie. ratings explanations to extend beyond "Shannon Briggs moves up 49 due to...activity." "Gary Lockett moves up...erm...because we took some Thai fellow out the rankings." And the application of mandatories and defences must be unambiguous. And any sanctioning body not fulfilling these terms be either banned from operating under signatory members, or not be allowed to use the term "world champion" in any means or form in relation to their champion.
This won't happen though, because the current climate suits everyone except the fans, who of course don't matter at all.
