Sorry, but you are completely wrong. The referee does have to pick up the count from the Knockdown timekeeper, whose job it is to start the count as soon as the fighter does go down. That is the rule. Has been for more than 70 years.
The referee does not count one, usually doesn't pick up the count until 3 or 4, depending on how long it takes him to get the other fighter to a neutral corner. This rule wasn't yet in existence for the Dempsey-Tunney fight.
The referee lost complete control of the fight in Ali-Liston and made multiple mistakes. The referee did pick up the count in the Tyson-Douglas fight.
Pay attention in the next fight that you watch. The referee won't start at "one" after he has made sure the fighter who scored the knockdown is going to a neutral corner.
