Yeah there has to be a mixture of materials.

Sand alone compacts itself and makes the bag very unforgiving especially towards the middle/bottom. You need to break the sand up with enough smaller rags/foam mixed in together whilst maintaining an adequate weight given the size of the bag..

Try and find somewhere that makes Clothes, they have bags of old cuts and usually give them away. Hang the Bag and fill it while doing so contiully hit the sides with a rounders bat to compact the rags its the best way.
