Gotta go with Ali, none of the others imo had so many high profile names on their record as Ali, he arguably beat 3 all time top 10 HW's. all 3 he stopped, 2 of which he dominated.

Cerefino Garcia never held more than the NYState middle title, and the Armstrong draw was only recognized by California for a world title. Freddie Steele was the "lineal" champ and Marcel Thil claimed a share as well.
Title disputes of all manner are a by product of land disputes and ongoing, not just confined to today.
