The fight was stopped prematurely. Samuels wasn't taking too much punishment and his legs were sturdy.
I thought it was a good stoppage, Samuels was rocked every time he was caught by the right, which was every time Groves threw it

If you watch, the ref only says stop boxing AFTER Price has lowered his gloves.
