Saldivar MUST face a fighter of his choosing in order to continue to hold the only title who's lineage can be traced back to "the man who beat the undefeated man". Which at the end of the day, is the only title that matters.

No corruption outside of your ranks is my view. The commish should enforce all fighters who agreed to the tournament to participate. You are trying to disgrace a respectable historic event.
