I can only guess that the 119-109 judges got so pissed off with Vazquez that he almost refused to acknowledge his work.
You can't stay on the outside then run in throw some punches and continuously hold your opponent in order to prevent him from hitting you.
That's exactly what Vazquez was doing.
Bey didn't take the fight to Vazquez enough, that was his problem.
