Tyson vs Lewis was a megafight which was crossover Showtime/HBO. At this stage, only Mayweather has stated publicly he "calls the shots, it has to be on Showtime". another excuse to most people. There's been nothing from Bob's end which suggests he'd refuse to work on HBO/ST crossover, why would he? And it's obvious that's the only scenario which works.

In the question splitting the purse, it's drawing power. If this fight was like any other fight where the promoter, Tv stations, organisers, sponsors, or rich saudi's put out a standard fight "purse" to be split between the fighters (where the idea is they get gaurenteed pay cheque and the promoters/organisers scoop the revenues) then yes, you have the argument of drawing power, who the A-side is and who gets the bigger chunk of purse being put forward.
In this instance though, Mayweather doesn't seem interested in a purse. He ran a Friday night show of Lara vs Smith which stunk the joint out and now he think's he's a big shot promoter on Arum's level

So he's not making this about Fighter v Fighter for the lions share of a purse, he's making this about Promoter vs Promoter, for the running of the entire show, from venue to ticket pricing, to PPV structure, to sponsorship, etc.... Mayweather Promotions vs Top Rank Promotions. The guy is deluded, he's out of his depth on the business side of things, but his pride won't allow him to let Arum promote the fight and collect his Paycheque via TR, even if it's double what Manny gets (i don't think he cares much about what Manny gets anyway).
Anyone who seriously thinks Arum tells Pacquiao, "On go son, go fight on Showtime under Mayweather Promotions for whatever they offer you, i'll put our contract on ice for the time being and explain it to HBO" is smoking some strong stuff.
The fight falls through, Floyd has no real intentions of allowing Top Rank being the main banner under which this card is run, instead he sells a matchup with Khan to CBS and it follows the same Floyd-Showtime-Goldenboy blueprint as the Maidana & Canelo fights.
