The problem- too many soft defences, too many catchweight fights, too much division hopping. The solution- choose a division and stay there, bigger penalties for missing weight, no more voluntary defences and bigger incentives for unification. Nice idea but never gonna happen is it ?

We could all suggest great ideas til the cows come home. But you are correct they are never going to happen.
