Hate to say is, but I am starting to find it all very, very funny. If it was Haye vs Bellew fighting at say 213-pounds or thereabouts, their personalities would really grab headlines and make it a huge event - but probably not much of a contest.

Sorry if has been already mentioned but match could be made at catch weight, or at least a designated weight limit, but still at heavyweight .
EG the contract starts that neither combatant must weigh over 210 lbs or get penalised in some way. And match could be called off if one combatant weighs than EG 215lbs.
Now you have a big fight (with a 'stacked' undercard of course!) with loads of press and colourful press conferences and quotes..... both get paid multi million pound purses..... the public gets sold another mismatch (PPV of course.)
And when Bellend gets knocked out, he announces a return at cruiserweight, bleating in the post fight interview: "this is my natural weight, I shouldn't have fought that high, but I'm still the best cruiserweight in world and I will KO any one of these bitch arse supposed world champions, bring them on! MY POWAAAAAAA! I'll kill these pussyholes!!!!!!! I got the green belt!" At which point some SKY turnip will come and say "please mind the language Tony!"

The fight doesn't appeal to me. Haye has said that he wants to become World Heavyweight Champion since his comeback earlier this year and I do feel that if he steps back down to Cruiserweight then it would be a step in the wrong direction for him. It would be a polite reminder to everyone that Haye is (and maybe always has been) a jumped up Cruiser campaigning in the Heavyweight division.
As for Bellew, he should be focusing in fighting some of the big names in his division, if he wants the adulation that he so craves...

People that sweep up at Cruiser (Haye....maybe Holyfield...not sure) maybe aren’t born to be heavyweights (tho I think Holyfield must have been the bigger of the two by a good margin)...... However, they are legitimate Heavyweight fighters.
Over a 10-15 year career it’s perfectly reasonable for a boxer - especially a very good one - to compete at Cruiser and Heavy (tho applies to other weights too).
Although in the highest weight category you will have difficulties when you run into a world class fighter who has stones AND inches on you... i.e. Klitschko, or in USS Cunningham’s case, Tyson Fury.

I guess if people are thick enough to buy tickets to watch such tripe, they deserve what they get. It is not however providing any kind of long term boost for the sport, in fact, quite the contrary. People seem to believe that promoting mismatches and making a killing from it is good for the sport, but in truth it's about grabbing a payday from an ever diminishing pot of public interest. None of the people attending these shows, or at least very few will become long term fans. They are buying into brand Haye because they simply don't know any better, and believe what they are being told. However, when Haye retires again, another 10-20 million richer, they will be gone with him.

Why would Haye drop 2 stone to step down and fight Bellew in a division he cleaned up in years ago?

I'd love Haye to fight Bellew, far better than digging up an old corpse or finding an unbeaten opponent who has never left his hometown. It's not really boxing, it's a sideshow. If Bellew wants to give up his title to be involved in it, more fool him. I'll enjoy seeing him look hopelessly out of his depth after giving it the big I am.
He just needs to keep knocking out guys and staying on the radar. He knows the public would still rather see him fight one of the belt holders than 99% of the rest of the division, he doesn't need to take any risks. Fight an easy guy his fans have never heard of or fight a tough guy his fans have never heard of? It's a no brainer.
