Panama's would have to be Duran.
Brazil...Eder Jofre most likely. Any objections to that? Not sure.
Some States have a hell of a lot of amazing guys from that one region. Like Michigan. They'd have claim to Joe Louis, James Toney, Floyd Mayweather and I'm not sure but maybe Sugar Ray Robinson too? I mean goddamn

It would be far quicker for you to ask someone employed by BoxRec to write an SQL query on their fight list database, where they could stipulate filters that take into account things like number of world title fights, longevity of title reign, amount of four/five star bouts, win/loss record and also the highest rated points for world title bouts.
From the resulting list of fighters (grouped per locale), the forum should then be in a position to very easily determine/vote the “GOAT’s by state, region, country.”
Otherwise, the info. being requested in this thread is far too taxing and time-consuming to acquire.
By chance, do you know anyone at BoxRec, and could they do that for us?

It’s probably a straightforward query.
But I suspect BoxRec aren’t going to allow an outsider to query their database.
They’ll be a forum admin you could probably ask (via the FAQ section).

He won one title fight. Fenech held titles in three division (four if you count the "draw" when he beat Nelson but bad scoring effed him). Tszyu was a unified jr. ww beltholder and made more than a dozen defenses over two reigns and beat 13 current or former belt-holders. Kambosos' win was nice but he's a long way from the Australian GOAT, or probably even the top 20

For Italy I’d go with either Duilio Loi or Nino Benvenuti. Probably lean toward Benvenuti since he was dominant in the 1960 Olympics as well, but Loi twice beat Carlos Ortiz and was 115-3

For the state of Georgia, Sugar Ray Robinson is the obvious choice, but Larry Holmes, Ezzard Charles, and Ike Williams were born in Georgia too. Alabama would be Louis but Holyfield was born there too.

Kostya Tszyu is inaguable for Russia. I was considering Kovalev even to him at some point, but Kovalev's popularity during his prime years wasn't that huge like Tszyu's one.
Tszyu's opposition edges and his win over then undefeated Judah was a pure masterpiece, it's in the first rows of the highlight reels even now.
Also, Tszyu was an undisputed champion, while Kovalev, despite being considered a major candidate for the status of the LHW king, formally had some work left, while he eventually ended up quite infamously.
