Decent fighter has some stuff he needs to work on but has potential, but plenty of other HWs I would want to see fight for a title.

I'd rather him face tougher opposition before going in to a world title fight, then we'd know he'll be ready and he would at least give the world champion a good run for his money.
Recent world title challengers, mostly a voluntary option form the world champions, they've maybe won 1 odd fight.
Look at Breazeale. He's actually earned a world title fight this time.
When Joshua chose to fight him, obviously Breazeale wasn't near mandatory position and he was coming off a win against Mansour, which he was losing and only lost because Mansour bit his tongue and couldn't breathe due to fighting a cold.
Can't believe Breazeale hasn't fought this year..

And we hear people say how much Breazelle has improved since the loss.
How would we know when he doesn't fight

He's a legitimate contender right now, but I can see why he wants to wait. Best bet would be to fight someone like Jennings and then go for a world title.

Which World title would he be so ready for after a Jennings victory?
