There is no justification. Angulo was a has been 5 years ago, and has gotten even worse since then. Quillin is still a credible B-level contender and his only loss in the last 5 years was to an elite fighter.
He's fought 7 times in the last 5 years and won 4 fights. Peter is certainly the favorite but he is no contender.
First off, he's only fought 6 times over the last 5 years. Secondly, that's misleading. Your statement makes it sound like he was 3-3 in that timeframe when in fact he was 3-1-1 with 1 NC in a fight he was winning. And most of those fights were against good competition. Meanwhile Angulo in that time frame is 3-2 against 4 total scrubs and a washed up Sergio Mora.
