Unfortunately, the rankings are based on promoter promises and financial gain. They want the % of a Joshua fight more than a Kabayel fight so if they can tempt Joshua to fight in their final eliminator it's more financially beneficial for the WBC than a Kabayel fight.
Think these are all of the current heavyweight fixtures inside the top 100:

That is a joke of a fight
Yeah, I don't see the benefit of this fight. On the one hand, they probably just want to get Wallin back in the ring and give him an easy comeback opponent. On the other hand, Wallin isn't exactly known for his power, but anything other than an early stoppage will look bad. I can only assume they hope this fight completely flies under the radar, and they are trying to line up another fight in quick succession.
