To some extent, yes. I mean it's not the fault of the show itself, but most of the guys who come through that show are the MMA equivalent of clubfighters, and only a very small handful have potential to be serious contenders.
Meanwhile, the UFC has been very active in cutting fighters from the roster, including a lot of very good contenders like Romero, Anderson, Formiga, Dodson, and Khabilov.
The new ownership is definitely concerned with cost-cutting and I think this is part of a trend that has been ongoing for some time now. The UFC used to put a high priority on gathering all the best fighters in the world under their banner. That priority seems greatly diminished today.

Yea they still have most of the best fighters in the world, but their commitment to having every elite fighter in the world under their banner seems greatly diminished now.
Hell if Jon Jones doesn't fight at LHW again, Bellator can pretty convincingly claim that their LHW title is just as important and legitimate as the UFC's now. First time I've ever been able to say that about any non-UFC title in many years.
