there's only one ref I really remember doing this, and that's Zack Padilla.
We had a couple in Australia who always did it, it was good to see, we also had a ref start a couple of years ago (ex boxer) that when the boxers are in fighting he will be there CONSTANTLY reminding them not to hold, it's a delight to watch a fight refed by him

Some of these boxers build the clinch into their offense. Bernard Hopkins made a living doing it and Floyd has been doing a lot in his last few fights. Throw a flurry of punches while moving in and grab. Do it over again if they aren't going to call it.
Just another inconsistency Boxing has no answer for. If a ref isn't going to call it then people are going to capitalize on it until they do. Each referee has the ability to shape a bout to be entertaining and that should be their main goal. Eliminate the factors that bog down a match and you then make a fight more appealing. But this changes from ref to ref and there's no consistency at all. Fans lose again.
