I don't see it having any effect, they must've known people would complain about having to pay.
Hopefully this tanks big time, and it'll be the end of ITV PPV. Though, I have my doubts.

The best idea ITV have had since ITV Digital
this will seriously tank.
If they did this right they could have made it work too. Could have had Eubank fight this nobody on regular ITV, promote the shit out of it & when he inevitably looks good - make the GGG fight & put it on this Box Office channel

ITV is the halfwit casual channel, so this might do better than you think.
Some of the same kind of people who watch X-Factor just might cough up for this especially as they will play the fight up beforehand as if Eubank is stepping into the ring with an Aussie Golovkin.

Thankfully today's news has been greeted with the disdain it deserves by boxing fans on social media and boxing forums. It's going to be a tough sell to get them on board with the boy who cried wolf and the broadcaster who treated boxing like a bastard son.

By the way, many credible fighters held minor world titles at some point. Former IBA world champions include:
Roy Jones Jr.
Oscar De La Hoya
James Toney
George Foreman
Mikkel Kessler
Erik Morales
Glen Johnson
Shane Mosley
Diego Corrales
and so on......
These fighters gained credibility from beating top opposition, not from having an IBA trinket. I don't think any top fighters at 168 are eagerly trying to get their hands on the IBO belt, which means people like Zac Dunn and Renold Quinlan have been holding it.

Fight-wise, this is pretty much the equivalent of Haye's last two fights being PPV.
I want to see boxing back on ITV and I hope they succeed in general, but it sounds like they're being a bit naive. Yes CEJ is a name but you can't debut a fight like this as your inaugral PPV event. The only way this succeeds is if they make it a loss leader, pack the card, invest in a weekly boxing magazine show several weeks in advance to build the audience back up, and charge 4.99 for the PPV.
ITV currently isn't the home of boxing. When boxing was massive and ITV boxing was massive, it was free to air. They need an apprenticeship before diving into PPV for the first time

Everyone that dares say something that isn't wholly complimentary about someone famous, even if it is true is now a 'hater' these days!
If Eubank Jr really believes that he doesn't warrant criticism for this in light of the fact that he's ducked some big fights in the last year, then he's either stupid, deluded or both!
I suppose that makes me a 'hater' now?

I bet if Roy Jones Jr looked in the back of his wardrobe, he'd find a trinket & realise was still somebody's champion at 168!
The belts are totally meaningless; it is your resume that sets you apart!

If you need to argue that a belt is valuable then it clearly demonstrates that it's not valuable.

Most, if not all of those names held recognised titles at the same time as an IBO or IBA title.
Those that didn't, are still questioned on their "champion" credentials to this day

Eubank would have a good chance against Saunders this time around but they probably see it as too risky to potentially lose again at this stage of his career.
Anyway, it's easy to play the "I can't make 160 anymore" card. Can't see any other reason why they've moved up
