anybody could explain gassiev's ranking?

I honestly don't get it?

I'm not disagreeing that he potentially is a top 20 heavyweight but what is his ranking at heavyweight based on actually?

so beating seferian & wallisch at heavy puts you at 12? how?

He was ranked #1 or #2 at CW and had a high rating number before he got shifted to HW, so he rated a decent number..
