Khaosai was a super flyweight.
Jeff Fenech was active as a bantamweight in the middle 1980s and never last a fight at that weight, nor at super bantam or featherweight. Fought some good bantams too.

Glaxy was great fighter. Would have loved to have seen Galaxy versus Chandler, Happy Lora or Fenech, the top bantamweights of the 1980s but he generally didn't fight outside of Asia

Chandler has to be considered. Another guy would be Lupe Pintor. Had they fought each other it probably would have been the most hyped bantanweight fight ever.

Bernardo Pinango deserves a shout. He trounced Gaby Canizales in the States just after Canizales had destroyed Richie Sandoval, then stopped De Leva in Italy, Skosana in South Africa and outscored Frankie Duarte in a 15-round classic in California, before moving up and winning a world title at super-bantam.
Personally, I find it hard to separate Pintor, Chandler or Lora as the real No. 1.
Galaxy, in my opinion, cannnot be No. 1 by default.

I considered Pintor too, but I had a hard time getting past the fact that he got a really bad decision to win the title over Zarate, drew with a guy ( Murata) that Chandler twice KO'd and got a questionable decision versus the often unlucky Alberto Davila. But a fight with Chandler would have been a great one. Pintor, at his best, would have made it a very hot night for Chandler.

I've never really thought Khaosai was necessarily better than Khaokor. Yes, he had a longer and more successful career, but he also never fought the best fighters in his division.
And quite frankly, if you watch the two of them, Khaokor looks better. Khaosai is stiff and plodding, waiting to set up his massive power. Khaokor on the other hand is quick and skillful, and pretty powerful in his own right.
I always wonder what the hell happened in his fight vs. Espinosa (and his subsequent retirement). One of the strangest KOs ever.

Chandler also drew with murata, he was a tough guy. I agree with jeff being the top bantam of the decade. Pintor's win over Davila was debatable as well.
