Pacquiao has a hole country following him so he is defiently up there
Cotto the atmosphere when he fights is electric the Puerto Ricans are very passionate
They are the top 2 imo

In terms of Puerto Rican fighters, Tito Trinidad was a FAR bigger star in his homeland than Cotto.
Although he is now effectively retired, Tito in his hey day was a national icon in Puerto Rico
