Which fighter fluctuates most in the rankings?

When making a top 20 list of boxers all time which ones usually fluctuate the most between individuals lists?

Can you answer this question for both heavyweights, and for P4P?

For example Joe Louis isnt #1 on every heavyweight list but he rarely falls outside the top 3, but someone like Dempsey, or Marciano sometimes appear in HW top 5's but fall well down other HW lists.

So who are the best examples? You can throw in "why" if you like also.

Eusebio Pedroza is a guy who fluctuates pretty wildly, I noticed, on listings.

At Heavyweight, Marciano & Jeffries, along with Dempsey & Tunney, come to mind. To a lesser extent, Tyson joins them.

These kind of fighters tend to fall into 2 categories.

1) Those who seem to get forgotten or overlooked...

Terry McGovern
Jimmy McLarnin
Marcel Cerdan
Kid Chocolate

2) Those who are difficult to rate...

Some people won't rate a guy they haven't seen on film. So some guys do badly on their lists

Harry Greb
Jimmy Wilde
Sam Langford (does anyone have a better HW resume than this guy?)

Others look more to who they fought in the ring.

In the 1980s I never saw a p4p list with Ezzard Charles in the top 20. Now he's a lock for most people's top 10.

People who grew up with Mike Tyson or Roy Jones often believe them to be invincible. I've seen people rate Jones in their top 5 at 160! Some rate Tyson number 1 or 2...

You also have a sea change in opinion because of things like the internet and the 'cult of the individual' that has grown and grown over the past 30-40 years. People used to read expert opinion, watch films, look at results... These days experts are largely ignored.
