WBC and Barrera.

The much documented reports that the winner of Brodie vs Chi will be forced to make a mandatory against the winner of Barrera vs Pacquaio appear to be true.
However, wasn't it after the Barrera vs Morales rematch (when Barrera did briefly hold a WBC title) that something happend between Barrera and Sulliman and basically the outcome was the Sulliman stated that Barrera will never fight for a WBC title again, likewise Marco said the only major(ish) organisation he'd contemplate fighter for was the WBO.
So what happend there then?
