...who are ranked in the top 15 of all four major governing bodies.

Who are they?

Guessing Rhodes and Froch.

I think titles would prohibit Haye and Khan.

Being ranked by all with a middling ranking is not as good as being favourited by one organisation and being ranked highly Kell Brook WBO Cleverly and Rhodes for example. Also notice that Macklin and Magee are both free agents so whilst have fairly decent ranking on paper it demonstrates the influence a promotoer can have on getting a good ranking and eventually a shot with a particular organisation

On a slightly different tack, the WBC continued to rank Eleoncio Mercedes in the flyweight top 10 in the 1980s - after he had been murdered.

How has Rhodes ranking benefited him then? Pacman - Margarito leapfrog him because he is not in favour might as well be ranked #93

It is weird- Kell Brook number 1 with the WBO, with no-one else acknowledging he exists.

It is the cost of holding these Intercontinental/International titles. When you win one you are guranteed a ranking with that organisation and if you defend it 3 times or so you will fly up the rankings. But once you hold them other organisations will drop you from their ratings 9 times out of 10.

Kell brook is Not the best in uk! Mathew hatton has beaten better fighters than him. Who has brook beaten?
