i just read a story of how Mulivai lost in the Commonwealth Games and I was a bit puzzled. I did not know Turkmenistan was a Commonwealth country, or can they just dig up referees from anywhere?

Is there a rule in amateur boxing that the referee has to say "STOP" every ten seconds?
Do they just do it to annoy people?
