He finished the season ranked only 6th by the Commish, and his own manager doesn't believe he deserved a place. I don't see much of a case, especially as he spent most of the season with the WBU belt.

Napoles had 12 succesful defences of the WBU title:
Hewon it in Week 8, and in Week 17 he ofught Whitaker, but it was not for the WBU title becayse Whitaker was too highly ranked.

I say yes. Take away the last few fights of the season and it would be more clear cut.
7-6 in favor of yes now by my count.

Did he fornicate! He and Robinson spent a good time as the top two fighters. Napoles only really lost momentum in his last 3-4 fights.
