Insane. Never heard of it?

It's probably just someone else's version of the Commonwealth title, just as there's a WBO European, WBA North America, etc. Nobody takes them seriously, but there's nothing to stop them being set up either.

Surely it's just like a junior title for the Commonwealth countries. Commonwealth (was Empire) lite, or their equivalent of an intercontinental or pan title (which wouldn't apply here as continents don't make up the Commonwealth).
