1951 Ring Magazine Annual Ratings

I'm not sure if this is the right forum to post this but I noticed that in the BoxRec Encyclopedia the Ring Magazine welterweight ratings for 1951 include Charley Fusari ranked as both the #2 and #8 fighter.
I've looked all around the internet but I can't find confirmation of if The Ring made a mistake or if we need to update the BoxRec Encyclopedia.
If anyone knows what the correct ratings are please let me know.
