A QUESTION ON PURSE BIDS

I'm a little unsure on the intricacies of purse bids. For instance, i've noticed Carl Thompson fights Sebasten Rothmann in Sheffield, but Thompson is hardly a big draw. Did Hennessey just put in a bigger bid?

Also, when there's these fighters who hide out in their own country defending titles, is there no purse bid whatsoever, eg if Ottke/Reid could have drawn more fans in england (pretend it would) what would happen? if a fighter clearly would draw more there than in germany, does the german fighter just not fight them, or does it not matter, because its all decided the fight takes place in germany anyway?

Purse bids only come into effect in the fight is ordered by the governing body i.e. a mandatory defence or as in in the case of Brodie-Chi
