The Foreman and Holmes at the peak of their comeback periods, so we're looking at the prime Quarry (circa-1969) against the big boys around 1991 or 92.

But that's not the comparison we are asked to make. It's prime Quarry v. Holmes and Foreman circa 1990-1991. I think he COULD beat either guy, however it's no sure bet.
And since he could not beat Frazier or Ali, some will find my position hard to support. But Foreman gave him a wide berth. I don't think Holmes really was faced with the option until Quarry was no real threat. But in prime time, that could have gone either way as well.
There's quite a list of champions that I believe Quarry would have trounced.

Agreed. I think he stands a good chance against them at their best as well. But this hypothetical seems nearly a slam dunk.
