I would say it should be a case by case basis because exceptions can happen. I can't think of any off the top of my head though.

The overwhelming majority should be barred after looking at the case by case though. It should mirror how baseball has handled the beginning of the steroid era members trying to enter the hall, they might have pretty numbers but cheating the game in one form or another is something they should be held accountable for.

Nope, it's too widespread and impossible to tell who is clean. Though it's so difficult to get caught in Boxing's pathetic testing system that exclusion for stupidity has its merit.

I would not vote for someone who I believed broke certain rules; especially something that gave him a clear unfair advantage. Of course there has to many cases where someone did one of these things that we have no idea about.

It is sort of like people running red lights. most of the time they are going to get away with it. However, if a cop does see someone do it, he should give him a ticket.

But how can you single out the guy who got the ticket when you know everyone is running red lights and getting away with it?

Not everyone is is running red lights. Most people don't do things like that. Some do and more often than not get away with it. If someone gets caught doing something wrong like that, they should be punished. Just because not everyone that does something wrong gets caught doesn't mean that those that do get caught should go unpunished.
Besides, the mere fact that there is an outside chance that a person could get caught is a deterrent for some people.
