How did the board ok this guy for Welborn ?

Janos Balogh an Hungariian, he is 36 years old, has lost all his 8 fights, all fought in slovakia, been beaten and stopped by Journeymen, in fact been stopped 5 times, in his last fight he was stopped in the 1st round by a 2-1 Slovakian, I know Jason Welborn's team want to keep him winning before he faces Frankie Gavin for the British Title next, but come on, how is this a warm up for Gavin ? It will end in the first round, maybe a bad knockout, where is the safety here ? Balogh is a prime example of a fighter who could get badly hurt, even brain damage. This fight is no good for anyone, Welborn, Balogh, the fans and health and safety.

They have changed it from this morning it was Janos Balogh, before, I wonder if the promoter has switched it after the post, or there has been a mix up with the language barrier.
