Sanctioning vs Licensing a fight?

Yeah I was just wondering what the difference is?
I know this links going back a bit, but the BBC claim that the Luxembourg Boxing Federation will sanction the fight because they voted in favour to license it!?!?! Are they the same thing?????

And here the owner of Universum Box-promotion Waldemar Kluch claims he will not sanction the Denis Boytsov fight?!?!?!

So promoters sanction fights do they?????
It was my understanding that organistion who provide titles (WBC, WBA, WBO and IBF) sanction fights!
