Andre Ward - Now Champion Emertius.

The WBC title is vacant. George Groves ranked 3 - Sakio Bika ranked #1.
If I was Eddie Hearn, I'd be making the call to Edwin Rodrequez team.... Rodrequez is ranked #2.
Better chance for Groves against either of these than vs Steiglitz.... and then he would get 40% of what would surely be a big purse bid for a fight with Ward.... if Ward wants to return at Super Middle.

So if your suggestion did happen, would this be for a proper world title or a "world title" like Povetkin has got?
I'm confused.

Bika won a final eliminator and DeGale is Silver Champion, that puts them ahead of Groves in the queue.

Why is Groves ahead of DeGale in the WBC rankings then?

Officially I guess it would be the same status as previous world champions Hasim Rahman (second time around), Oleg Maskaev and Sam Peter. If you counted them as "proper" world champions (or titlelist) then you should class the next WBC Super Middleweight Champion that.
Klitchsko was champion Emertius while these were WBC champion. They were full WBC champion, but if/when Ward/Klitchsko comes back - then they must defend against them.

Bit bizarre that, latest WBC rankings have both DeGale and Bika as Silver champion

Because Geortge beat him and has foght and beaten better fighters since, imo.
I blame George Groves for all of this.

I spoke to Adam Booth before George fought Glen Johnson, before they announced the opponent, and I told him I wanted to see George fight Sakio Bika. He didn't come out in so many words and say it but he gave a look that said "are you nuts?" and said Sakio is very strong and nobody looks good against him. Then he started talking up Sierra as a win for George.
I think it'd be Steiglitz or Rodrequez (don't know much about him, though) if they wanted to push George towards a world title. I thought it would make for a good fight because Sakio roughed up Calzaghe and made him want to get into a fight, which is something George has a tendency to do, and I'd rather watch that than a slow breakdown or a chess match. But maybe that's why Booth gave me that look.
That was a couple of fights ago, though.
Ward will always beat George up, no matter how much he's improved. We haven't seen the best of Ward yet. Ward and Bernard should just get it on. Surely that's the biggest fight out there for either anyway. Does Ward give a sh*t for the WBC super middle when he's so clearly the best in the division he basically doesn't have anybody to fight? Bernard said "let his people make the call, we'll leave it at that" or something like that. People should talk it up a bit more. It's not Klitschko-Klitchko. It can happen if the money's right.

Ward vs Hopkins would be great on paper but I reckon that would be a terrible fight to watch! No thanks.

I don't know. That's the obvious thing to say, because of both of them not being that exciting. But they're both such good fighters and one of them would force the fight. Sometimes Bernard takes the fight to people. Same with Ward. I think there's a chance that it would be brilliant.
Edit: it's also historically significant. Either Bernard passes the baton or he does the unthinkable. I don't think another boxer could ever replicate the feat if 'Nard beat Ward somehow.

I want him to fight Cleverly in the UK so I can tell my grandchildren I watched him fight. He is a human marvel.
He also has a wicked ass jumper on in that Zab-Garcia press conference video. I want that jumper. 'Nard is a well turned out motherfucker.
