Roy Jones Jn vs Collins, Rogan, or anyone else...

Was reading about updates on this last night. Realise this ain't big news and no hardcore boxing fan really wants to see any of these fights anyway, so it's more a question about RJJ and whether he is just trying to attach his name to as many boxers as possible - surprised he hasn't started tweeting Eubank yet, though I'm sure it will happen.
Roy Jones has thrown his name out there for fights with just about every Light Heavy, Cruiser, Heavy over the last few years, more recently Collins and Rogan and even a WBC title shot.
But will any of those fights actually happen or is he just keeping his name out there and using an old Super Middle and an over achieving Heavyweight to do so?
Collins now has a license again and says he is ready to fight, but has he been duped into thinking the fight will really happen when Jones has no plans to actually make it happen? What value would a fight with him and Rogan actually have?
When Collins was on Bunces Boxing Hour he made it seem like the two of them had agreed terms and it was definitely going to happen, but really it looks like Roy is just making contact with boxers, getting them to find deals / potential promoters and investors, then take the best deal, or is he just simply getting people talking about him and keeping his name out there with no intention of taking the fights?
