Would be the first option for the newly (If Rosenbloom should decide to face Charles for the WBC) vacant IBO Belt.
Remember the IBO belt is not considered a first class operation, and can not be held with any other belt.
Reason being as the all the other sanctioning bodies such as the WBC,WBA and IBF are under the opinion that the IBO is corrupt, small time, and without a legitimate charter.
