Most winning title eliminator fights before title shot?

I've just been looking through current unbeaten British welterweight fighter Kell Brook's record and notice he's had 2 WBO title eliminator fights and 3 IBF title eliminator fights, obviously all of which he has won as he is unbeaten.
However so far no world title shot, although the last IBF eliminator fight was only last weekend. Is this a record, if not who holds it?
