Why were both Dempsey-Tunney fights set at 10 rounds?

I'm certainly not inferring that 15 rounds would have made any difference, just wondering why these championship fights only went 10.

I believe that was the state limit at the time.

That was the limit in Pennsylvania and Illinois at that time . . .
