EBU (Formerly IBU) Title Fights

I have read in multiple places that the International Boxing Union (later the EBU) was established in 1911. Yet, I have also read in multiple places that some of their first titles fights started earlier.

For example, Iron Hague beat Gunner Moir for the IBU title in 1909, Freddie Welsh won the IBU lightweight title in 1909, and the welterweight and bantamweight titles were won in 1910.

So did the the IBU really start in 1909? (If so, why do sources say 1911?)
Were the titles won in 1909 and 1910 actually considered title fights at the time they occurred?
Or was this done retroactivley. ie The organization was started in 1911, and they considered Iron Hague the champion because he won a key fight back in 1909?

Thought this seemed odd. Anyone know anything about this?
