Prime for prime I'd actually favor Mathis here . . .under-rated fighter.

I guess it depends on which version of Shaves we're talking about here. His prime wasn't easy to define in the sense of how we place most fighters in a specific time frame. When he lost to Quarry in 1973 he was roughly 28 years of age and had already accumulated some 47 fights, yet was still rough around the edges. Against Lyle in 1975 his stamina issues surfaced when he gassed in the sixth round. It wasn't until 1977-1979 that we saw him go many rounds in a high paced fight to give a top rater fits. I'm guessing that this is the version of Shavers that would be needed to either stop or decision Mathis who was a fairly skilled and durable fighter in his own right. Not an easy pick and could be any man's fight, but timing is the real key.
