What if Gypsy Joe Harris continue fighting?

I know that Gypsy Joe Harris was a good fighter from Philly who compared with Muhammad Ali for his boxing skills and personality. He stood 5'5 1/2" which is small for a welterweight and junior middleweight, but can box behind his left jabs and combinations. He beat guys like Curtis Cokes and Stanley "Kitten" Hayward before losing his only pro fight by a decision to former two (or three if you count the minor version of the junior middleweight title) division champion Emile Griffith. He was schedule to fight on, but his eye injury was discovered and forced himself into retirement.
I want to ask any of you what if Gypsy Joe Harris continued to fight on if wasn't for his eye injury that prevent him to fight on? Would he be a great welterweight and junior middleweight champion? Feel free to respond.
