Yet Another Boxing Film Mystery

I just recently got ahold of another boxing film that I cannot identify. The film is an 8mm with an edge code that dates it to between 1938 and 1940. There are a couple of clues that might help in identification: 1. Note the ring ropes. Three strands with the middle strand white or light, and the top and bottom dark. Ive never seen this. 2. The referee's uniform which is dark (Ive only seen this in Chicago and Seattle). 3. The referees. The film itself is a home movie of a boxing card and features several fights. Lets see if anyone can provide any clues:
The first fight on the film appears to be heavyweights:


The second fight on the films is between and dark skinned black guy and a white guy



The third fight on film is the longest filmed of the footage









At this point on the card the referee changes
