Foreign licenses

Hey, just a quick question.
I am curious as to how english boxers get foreign licenses, for example robin deakin got a german license when he's not from germany, Iain weaver got a spanish license when he's not spanish. Does that mean a person of any nationality can get a license to box for almost any country? and how comes iain weaver failed the bbbofc medical but didn't fail the spanish medical? I'm just a bit confused on how things work.

Is it the same fee's and medicals for the Maltese licence as a English pro licence ? Also does anyone know the purse's. I see Matt Scriven is down to box on a show at York Hall. I've boxed on the undercards with Matt many moons ago and thought he retired from the fight game ?

I know fornicate all. However i doubt the medicals are the same, or at least i doubt the medical criteria is the same, several people who failed the british medical e.g Iain weaver have gone and passed the medical for a foreign license maltese license
